That's what normal mode is for.

Additionally, with a bit of doing you can get foreign characters into the Local Quarter and vice versa.

Indeed.....I lost count of the number of idiots in the foreign quarter american district last night who told me in local and pm that they would report me for hacking the game, because I had my Rit there.
